I know I'm posting this a little late, but I went and tested this with Rock Band: 8 steps total, and it does preselect the last difficulty you played and the last unbeaten song in whatever group of songs you were playing last (regular songs, bonus songs, or downloadable content).

The note charts are also much more fun than GH3 and song difficulty isn't artificially increased with crazy triple chord changes.
